I work in a company with 600+ employees and I’m wondering if it’s possible
for me to create and load a standardized color scheme in PPT that
automatically pops up when a new presentation is being created? I’m trying
to unify our branding across the enterprise.

Which version are you using?

You can never prevent someone from adding their own colors to PowerPoint
2003, but you can get them started in the right direction with establishing
color schemes. To do so do this:

In your Slide Master View:

Format > Slide Design.
In the slide design task pan, select Color Schemes > Edit Color Schemes
In the Custom Tab, enter your custom RGB scheme
Add as Standard Standard Scheme
Select the Standard Tab
Delete all the schemes except the one (or more -- sometimes corps have
secondary and tertiary schemes) that you created
Hit apply.

Now in the Apply Color Scheme task pane you'll see only the scheme(s) you
created.
In the drop down menu for your scheme, select Apply to All Masters.

These colors will appear in the top row of your Fill, Line and Font color
options in the Drawing Tool bar. The second rows in the tool bar are for
recently used colors. If you don't want users to see any other colors other
than those in your scheme, "use" the colors your just programmed until the
2nd rows are to your liking. Hopefully "out of site, out of mine" applies
here.

You can create your own template (POT) file and designate it as the default; that
way when you start a new blank presentation, it uses your design and colors
automatically.

To keep 600 users in line, something a bit stronger's in order, I suspect.

We have a highly customizable add-in that's designed for just this sort of
situation. I don't have any demos or info on the web site yet but if you'd like
to email me at steve at-sign pptools dot com, I'd be happy to tell you more.
