Custom Application Times in GPO?

Is it possible to create a GPO with a list of applications
that can be used only at certian times of the day? For
example:
I want chat to be disabled from 8:30am - 3:30pm but
enabled from 3:31pm - 8:29am.

I know you can set account logon times but can you do so
for certian applications? Any help would be appreciated.

There is not a way to do this using a group policy.

Do you know of a way to do this in an Active Directory
Domain? Thank you for your time.

I am not aware of a way at all. I've never heard of someone wanting to
limit what times certain apps could be used. The only way I could think of
doing something like that would be to create a script to modify permissions
on the application files so that access is denied and then create one that
does the reverse. Maybe you could then use the scheduler service to run the
script at a certain time so that it disables access and then schedule
another script to run that restores the old permissions.
