Cursor under windows

Not technically hardware, but my cursor now appears "under" open
windows. I can still use, it but it's annoying. What have I done?

In the mouse options in control panel there is a option to snap To In
the pointer options tab (automatically move pointer to the default
button in a dialog box). Is this box checked? if so un check it...
