Cursor keys moving page???

I have a user that has some how managed to get Excel 2003 setup so that
her Cursor keys move the page and not the selected cell. I searched help
and looked at Options and View settings, but I'm missing what causes
this.

Any help appreciated.

Turn off the Scroll Lock key.
