I have recently purchased a laptop with Windows XP. When
the cursor hovers over something, it automatically
selects what it is over. How can I turn off this option?

Open Control Panel/Folder Options/General Tab. Place a check mark in the
"Double click to open an item" option.

This setting is already selected. It must be something
else
 
If your laptop uses a track pad, do not get into the habit of double
clicking by using the pad. Also the track pad may be faulty and sending
click signals when you move the mouse.
