Cursor HotSpots

Ok, this is possibly the dumbest question ever asked on a MS.Net forum, but
I cannot for the life of me work out how to enable the set hotspot button to
set a cursor hotspot in .Net 2002 or 2003. I've tried for 30 minutes,
clicked on everything, tried adding new cursors, opening existing ones and
every bloomin' toolbar button on the Image toolbar is enabled except the set
hotspot button. The help says to set the hotspot I just click that button.
Sure, if it was enabled I would!. Clicking the button only takes a second;
just working out how to enable it takes all freakin' day. :'(

Ok, the cursor I created with a third party tool (name withheld since it's
treated me well until now) seems to be saved as an icon in lieu of a cursor.
Using a different third party application to try to set the hot spot showed
this (since it also didn't work). Additionally trying to add a cursor
created by the new third party tool to a .Net ResX file fails, because it
doesn't recognize the resource as an icon. (Good sign).When opening up the
new cursor in .Net the hot spot button does enable.

Question: If the problem above was due to the cursor not being a real
cursor, then why does the hot spot button NOT enable when I add a NEW cursor
resource directly within .Net? If this worked off the bat like it freakin'
ought to, I wouldn't have lost 2 hours messing around trying to enable a
button that couldn't be enabled.

Heads up. Don't create cursors in .Net if you care where the hot spot is,
and most users probably do. The new tool I downloaded (Microangelo 5.58)
seems like a nice tool, and even better the cursors it creates actually
work, unlike the ones created in .Net or my other used to be trusty, but now
mothballed, 3rd party tool.
