is there any way to turn off these pesky cursor following
thingsy. these are the groups or dots or things that
follow the cursor around the screen. i know they are
controlled by the site data but surely there is something
we can turn off.

If I understand the problem, go to Start, Control Panel,
Mouse, Pointer Options, and deselect "Display pointer
Trails".

Those are called elastic bullets I believe, and I agree that they are very
annoying. If you are using Internet Explorer you can block them by turning
off active scripting (Tools, Internet Options, Security Tab, Custom level,
set Active Scripting to disabled). This may affect the functionality of some
sites though.
