Cursor changing explorer screens

For some reason my computer is set up so that my cursor
changes windows when it touches them. I am scrolling
down a page and if that page is not maximized and my
cursor touches the page behind it, the current page
disappears and the other page appears. How do I fix this?
 
I believe that is a setting on the mouse properties. Try going to the
Control Panel and selecting the Mouse applet. In there somewhere should be
a setting that controls this. Can't remember exactly what it is called
right now, but something about auto focus on the windows when the cursor
passes over them.

Control panel \ tweakui \ mouse settings
Disable the x-mouse setting "activation follows mouse"
