Curious About Win.ini

Is this what enables Window XP to run apps as if they were running on
Windows 95?

Some older programs may not function correctly if win.ini is not there, but
that file does not govern how/if older programs run on XP. An application
configured to run in compatibility mode runs in Windows XP like a current
program does, but in a seperate memory space with a special wrapper around
the code to make the program believe it is running in the operating system
for which it was designed.

Do I correctly infer that even Windows 3x programs would run on XP?
Or that the Win.ini could be erased [or never loaded] with no ill effects if
one is only running WindowsXP programs?
It's for the version before 95. 3.1 and earlier.
 
Yes it runs win 3.1 programs. Never tryed it but probably.
