ctrl + mouse weel

i just discovered this, but when i press Ctrl and the mouse weel i change
the layout of the page by seting the size of the leter. how can i disable
this in my browser and in the pages that i'm build to other people to see. i
don't like to be wasting time custructing tables and css Style shets and
will not behave like they are suposed to becouse of a browser
functionalitie...

and for the ppl that are seeing my pages? can i put an 800x600 banner saying
please don't press control key while turning the mouse wheel?
