Ctrl-Alt-Del not working

I have XP Pro SP1 installed on my system. I have never
been able to get task manager to start using Ctrl-Alt-Del
or the taskbar. The task manager files are on my system.
Can anyone help?

Does it start and then promptly disappear? If so, there may be a virus
active - some monitor for this (as well as other things like regedit) and
shut them down to protect themselves. . What, if anything, happens?

Nothing happens at all. I ran a virus check, and no
viruses were found. I can start Task Manager from the
C:\WINDOWS\Service Pack Files\i386 directory.

P.S. Task Manager has not worked for almost a year.
