CTRL ALT DEL at Startup is Stalling

All users at my company must press CTRL ALT DEL before
entering their login info. This is not a universal
policy but is set at every machine locally. One user has
begun getting a full-minute stall between pressing CTRL
ALT DEL and being allowed to enter his login info. I
don't want to disable this feature... any ideas?
