CSC Notifications Window

On one of my win2K partitions, if I try to shut down a short while
after bootup, I get a window informing me that a "CSC Notifications"
operation is in progress and I can either <cancel> it (doesn't work)
or wait it out (several minutes). My alternative win2K partition
doesn't do this and i've never seen it at the office either.

Can anyone tell me what this is and whether I need it?

The term refers to "Client Side Caching," which can be used for
making some files available for off-line viewing/editing. The feature
can be turned off via Windows Explorer > Folder Options > Offline
Files Tab.
