cryptographic?

internet explorer is telling me to download an update to
fix my computer.but when i try to download the fix it
tells me that i need to start cryptographic. i used help
and suport center to try and fix the problem. and its not
working.please help!!!!! also i have been trying to create
other accounts on my dell so everyone has their own
settings. I also make shure that they have limited
acess.So if someone get on under there account they cant
change the settings. but when i do this i seem to have a
lot of problems with my computer.

Try this for the cryptographic aspect:

Go to Start
RUN
[type]
regsvr32 wintrust.dll
[enter]
