I also had that problem and more than likely your
cryptographic services is probably already on automatic.
To check, go to Control Panel, Administrative Tools, then
click on Services, then select file called cryptomatic,
right click on properties and see if it is on automatic.
If it is, leave it. BUT do the following and that will
probably work:

If you downloaded the patch onto to your computer and
cannot open because it says your cryptographic service is
not running on your computer - do the following -- Go to
Start, press run and type the following: regsvr32
wintrust.dll and that should work - a dialog box will
come up to let you know it has been successful. Now, try
re-running the patch

1. Perform Disk Clean-up checking all boxes except "Compress old
files"
Start/All Programs/Accessories/System Tools/Disk Clean-up

2. Go to Internet Options in the Control Panel:
Delete Cookies
Delete Files (check box "Delete all offline content")
Clear History

3. Reboot, login to an Administrator account.
Double click My Computer.
Double click C drive.
Double click Windows file.
Double click System32 file.
Right click catroot2, click rename, type "catroot2old"
ENTER
Otherwise:
Start the Administrative Tools utility in Control Panel.
Double-click Services.
Right-click Cryptographic Services, and then click Properties.
Click Automatic for Startup type, and then click Start.

4. If Cryptographic Services is already set to Automatic, disable it,
reboot, then go back and set to Automatic.
Reboot

5. Start/Run
Type "msconfig" ENTER
Select "Normal Start-up"
Click OK, follow prompts and reboot

6. Start/Run
Type "cmd" ENTER

a.
Type "net stop cryptsvc" ENTER.
Type "net start cryptsvc" ENTER.
b.
Type "regsvr32 softpub.dll" ENTER.
Type "regsvr32 wintrust.dll" ENTER.
c.
Type "regsvr32 initpki.dll" ENTER.
Type "regsvr32 dssenh.dll" ENTER.
d.
Type "regsvr32 rsaenh.dll" ENTER.
Type "regsvr32 cryptdlg.dll" ENTER.

Close the box and install the patch.

7. Otherwise:
Check for missing/damaged System files:
Start/Run
Type "cmd" ENTER
Type "sfc /scannow" ENTER
Have Windows XP CD nearby.
Reboot when completed.

You Cannot Install Updates or You Are Prompted to Install Updates That You
Have Already Installed
The information in this article applies to:
a.. Microsoft Windows XP Home Edition

SYMPTOMS
When you configure automatic updates, or when you try to install updates on
your Windows XP-based computer, you may experience one of more of the
following behaviors:
a.. You cannot install certain updates.
b.. You are prompted to install one or more updates that you have already
installed.
c.. When you try to install an update, you receive an error message
similar to the following error message:

Setup could not verify the integrity of the file Update.inf. Make sure the
Cryptographic service is running on this computer.
RESOLUTION
To resolve this behavior, follow these steps:
1.. Quit all programs that are running, including antivirus programs.
2.. Remove the C:\Windows\System32\CATROOT2 folder, where C:\Windows is
the path of your Windows installation. To do so:
1.. Right-click Start, and then click Explore.
2.. Locate the C:\Windows\System32\Catroot2 folder.
3.. Right-click the Catroot2 folder, and then click Delete.
4.. Click Yes to confirm the removal of this folder.
5.. Quit Windows Explorer.
3.. Install the updates again.
