Cross-references screw up page formatting

Some of the cross-references to captions create a page
break in my document where there shouldn't be one.

e.g. ("Table 4.12" is the cross-reference):

Alberta operates with fixed-width riparian buffer
requirements. The size of buffer is dictated by the
watercourse classification.

***page break happens here, and shouldn't***

Table 4.12 outlines these requirements as listed in the
Alberta ground rules. Variations to these buffers are
allowed only with prior approval.
----------------------------------------------------

I can delete the cross-reference and re-enter a new one
and sometimes this fixes it. However, sometimes it
doesn't.

Any suggestions???

This is caused by the odd way Word marks the 'target' of a cross reference.
It uses a hidden bookmark, and when you have your cursor at the start of
that caption or heading, anything you type will be caught into the bookmark
(conversely, anything you type at the end will fall out of the bookmark).

So - if you add a manual page break before the caption, that will be taken
into the bookmark, and cross references will now have an unwanted page break
in them.

To avoid the problem:

* Use 'Page break before' paragraph setting rather than manual page break.
(This will prevent problems with heading numbering and tables of contents
entries too.)

* Get into the habit of never inserting text before a heading or caption by
placing your cursor at the start of the line. Instead, go to the end of the
previous paragraph, press return, and insert it there (deleting the extra
paragraph end if necessary when you are done).
