cross linking documents

Can anyone help me do the following (assuming it is possible to do the
following!)

I would like to create a compendium of all the minutes and reports of
our organisation preceded by an executive summary. Each item of the
executive summary would contain a link to the corresponding reference
in the minutes and reports. These reference-links would bring the
reader to a list of related documents, which would then be linked to
the exact paragraphs within Ideally, these links would be hidden and
visible only if the reader of the executive summary clicked on key
words.

For instance in the following sentence...

"Internal controls were addressed during the past twelve months."

....clicking on the term "internal controls" would generate a list of
minutes and reports where "internal controls" are referred to, and
clicking on one of those items in that list would bring the reader to
the specific paragraphs within the selected document.

Is it possible to create such a document ?

yes -- but you are looking a (in my opinion) a somewhat tedious task.

To create hyperlinks... Highlight the text - -the click the INSERT
HYPERLINK button on the standard toolbar. Then you can link to other
documents or bookmarks that will take you to specific text locations...
 
To follow-up on this idea, in each linked document that contains a list,
insert a TOC, which will automatically be linked to the items listed. So, to
use your example, the user would click on "internal controls," which would
be a hyperlink to the document that lists internal controls. Each of the
listed internal controls would have a heading that was included in the TOC,
so that the user could click on the heading and go to that topic.
