Cross Link Problem with desktop icon

I have a program icon on my desktop that somehow has become cross
linked to windows installer for tweak xp. I have to click the icon and
for four consecutive times windows installer for tweak xp comes up and
and I have to shut it down and click four more times on icon and shut
down before it finally allows the correct program to run and then
everything is fine till I try to run the program again and go through
same process again. I have reinstalled the desired program twice to
different drives but the desired icon is linked no matter where I put
it and I have also uninstalled tweak xp but still I get the same
problem. The program I desire to start is used by me quite regularily
so if someone can help I would certainly appreceate it.

What shows in the Target box?
What happens when you click the Find Target button?
 
I tried that and the target was identified as the correct .exe icon
in the correct folder but when clicked it repeated the process of
windows installer could not find tweak xp in c:\programs\tweakxp and I
had to x or quit that four times again before the program I wanted
started correctly
 
Delete the shortcut. Reboot. Create a new shortcut.
That's all I can think of.

Be thankful that I'm not a Tech.
I'd be having you reinstalling XP. Just kidding. :o)
 
no luck, I aslo used systemrestore to go back to a point before
installation of tweak xp and still get the cross link with desired
programs icon for the first four clicks. I also tried to install tweak
xp but it said another windows installer was running and I had to
close it first so no reinstall of tweak and i used registry first aid
and am getting nowhere
