Every other time I boot up my pc, after the Windows XP
screen and prior to the "welcome" screen, I get a blue
screen. This screen reads, "Checking file system on c:
the file system is NTFS.....
One of your disks needs to be checked for consistency....
CHKDSK is verifying files.....
Correcting cross-link for file 8".

The computer then appears to work normally except for the
fact that my HP Officejet will not communicate.
What is going on?

Cross-linked files are unrelated files that have become a bit too friendly
and are attempting to share the same space. Used to happen a lot back in the
olden days; I don't see it as much now.

As for your printer, if one of the cross-linked files was part of the
printer software, that might be why it's not working. You might want to
reinstall the printer software.

Or it could be something totally unrelated.
