creating video effects

hello,

is it possible to define new and user-defined video effects
(in particular the speed of playing)?

Yes, the speed of playing is easily adjusted with a custom effect. It can speed up or slow down a clip, but it can't make it go into reverse as Premiere's speed control can do

To start you off, I have a custom 375% speed effect on the Editiong > Video > Reverse Effect page of my site.... download and tweak it to the speed you want
