Creating subfolders in Favorites

I copied a folder into "favorites" but the subfolders did not move into
favorites under that folder. I copied the subfolders into favorities,
thinking I could drag them into the folder, but no luck. Then I tried to
create new subfolder under the folder in favorites, but that doesn't work
either. Any suggestions or is this simply not an option.

Are you talking about Public Folder favorites? IE favorites? You haven't
given us much to work with here.

When you post in here, always include your version, SP level, and mode (if
applicable) of Outlook - you can find this information in Help | About. Also
include the type of mail account(s) you use and any other pertinent details.
