In Windows mail i have set up a separate account and folder for my wife's
mail, and it does send her mail to the correct folder. How do you set up a
separate contacts list for each user account and create a separate signature
for each account's created mail?? We previously had completely seaparate mail
accounts with our att.net service, but windows mail puts everything in one
bucket.

The Identities feature was removed from WM. You have to use separate Windows
User accounts or try this program:
http://www.oehelp.com/WMIDs/Default.aspx not free.

By "separate account" do you mean separate email accounts or
separate Windows user accounts? AFAIK, you can't have separate
contacts list unless you have separate Windows user accounts.
You can have separate signatures for each email account: go to
Tools > Options > Signatures > Advanced.
