Creating new Word templates

Step 4 under Word Help for creating new document templates says that new templates can be saved under tabs other than the General tabs by accessing the respective subfolder under the Templates folder when using the Save As command. When I attempt to save a new template using Save As, the pop up file folder window goes to the Template folder but no subfolders representing the General or other tabs exist.
 
When you go to Save As and the Templates folder is displayed, click the
'Create new template' button on the toolbar to create the subfolder you
want.

I do not see a toolbar or a 'Create new Template button' in the Save As command pop up window.
 
Jezebel meant the "Create New Folder" button (a file folder with a sort of
star at the top). The toolbar is the top bar of the dialog. All templates
saved in the root Templates folder are displayed on the General tab; when
you create a subfolder of the Templates folder and put at least one template
in it, you will see a new tab in the File New dialog.

And, if you name such a subfolder the same as the label on a tab in the File
=> New dialog it will show up under that tab with the built-in templates
that are not in your folder.
