Creating new users, Help!

I'm working on a network that's running AD. There are 2 servers (we'll say A & B). A is the Domain Controller. In the past, a new user was created on A, and they could access B. About 3 weeks ago the company switch T1 administrators and added a new firewall. Since then, while 'old' users can access B. Any new user created on A cannot access B. When I attempt to investigate, I see that RPC has been started on both machines (I cannot stop or restart them though), yet when I try to check the Replication Topology on each machine when referencing the other, I get a RPC server is unavailable error.

Would anyone have an idea as to the cause of this problem, and more importantly a way to fix it?

You should verify that the firewall is not blocking RPC. This is typically
the cause. The following paper should help you configure the firewall to
allow AD replication traffic.
