Creating New User & Limiting Access

I would like to create a local user in windows 2000 with
the following specifications:

1: user cannot change his/her password
2: user cannot have access to all software
3: user cannot access internet

If anyone can help, please do.
I am stuck on this problem, I am running Windows 2000 Pro.

Try this START-CONTROL PANEL-ADMINISTRATIVE TOOLS-LOCAL USERS AND
GROUPS-RIGHT CLICK USERS-Click Create New User-In the right window right
click on the new user-Properties-Click the middle tab that says "Member Of"
click ADD and select USERS Group.

Users group is pretty limited to what they can do.Make sure that you remove
admin group while in Member Of if its in there.

Now as far as limiting net access,certain programs you can right click the
Programs Icon or Internet Connect Icon click Security and Remove any
reference to users.By doing this you have made a system-wide change to the
group Users so in effect anyone in the future in the users group will also
be affected by this change.

I may be mistaken, but this will only work if you have your hardrive
formatted as NTFS.
