How do I create a hyperlink or shortcut on my intranet page that will open a
folder in a windows explorer window?

You can't open a folder hyperlink in Windows Explorer. The best that you can
hope for is a similar listing of files and folders in the browser window. To
do this it requires that your host or web server administrator has something
called directory browsing turned on. Most of them don't turn this on because
they don't want users browsing around the files in a web site, even an
internal corporate one so that users can't monkey with things they shouldn't
normally see. When directory browsing is enabled, you can get a view of the
files and folders in a directory ONLY when there is no default file such as
index.htm or default.htm present. If there is a file that it will show the
default file. If directory browsing is turned off, it will display the
default file or, if no default file is present, an error saying that
directory browsing is not allowed.

Hope this helps,

You have to enable Directory Browsing through IIS Admin in order to do this.
It is off by default. By default of whom, you may ask? By default of
Microsoft!
