Creating line breaks in Microsoft Frontpage 2003

Is there a way to configure an option in Microsoft Frontpage 2003 that allows
the user to simply create a line break by typing enter?

Currently, whenever I press enter inside a table or webpage, it seems to
double space and inserts a <p> tag into the HTML. I want it to insert a <br>
tag instead. How can I do that?
 
Use Shift + Enter.
