Creating keyboard shortcuts to folders

On my old computers, I made keyboard shortcuts to folders that I need
to open files from. On XP, there is no option to create such shortcuts
on folders, only programs.

I'd like to easily bring up my Document folder when I'm in another
program. Is this no longer possible, or am I missing something?
 
The shortcut must be on the desktop or start menu for windows to notice it has a shortcut key.

There's a very useful freeware program called Winkey that I heartily
recommend (1.2M), uses the Windows Key (the one between Ctl and Alt)
to create any number of windows shortcuts - I was using it with Win98
and now with XP. I have several for various folders, some of my own
creation and others windows standards like the Recycle Bin. Comes
complete with several built in shortcuts, plus WK-arrow up and WK
arrow down for maximize\minimize.
