Creating hot spots on images.

I cannot create a hot spot on an image. I looked in the
help section. In the directions, I got stuck on looking
for the picture tool bar. I cannot seem to find it. Maybe
it is called something else and it is right infront of my
face or maybe it is a typo. Can someone help me? I have
Front Page 2002 version. Thank you!

Choose Toolbars from the View menu, and then choose
Pictures.

Make sure the image has been insert onto the page, and not as background
image.
