Creating Folders

For some reason I cannot find how to create a folder. If I go to File/New I
am offered the choice of a page or a website but, as far as I can tell,
nothing in between. Am I missing something?
 
IF you have a web/site opened you will see the New Folder choice in the drop down. It will be grayed out if you don't have a web/site opened.

It doesn't show (and I know that that is what should happen).
What happens is that, when I click on Files/New, I get a column of options
on the right of my screen which just includes new pages (with templates) and
websites (again with templates). What it doesn't do is mention folders.
Any suggestions?
 
You have to right click on the root web folder in the Folder List View from within the current open
web, then you will have the option to create a new folder.

It has been that way in all versions of FP.

....or have another folder selected if you want to nest folders...it's just like in windows file system. If you happen to have a page or file selected of course you couldn't create a new folder within that.
