creating folders in Windows Mail

Hi...I'm trying to create a new folder in Windows Mail. It keeps putting the
new folder as a subfolder under inbox. I've done it before, but apparently
now am doing something wrong. Windows Mail..file..new..folder...right? It
won't let me move it from the subfolder position to the list of other
folders. Then, when I delete it, it moves it as a subfolder under deleted
items. HUH??

Before saving the new folder make sure Local Folders at the top of the list
is highlighted.
 
I tried that, and it still shows up as a subfolder. Even when I minimize all
the folders, and just have Local folders hightlited.
