creating db

Generally in the progression of database building, should one crea
forms based on the tables, then create a switchboard based on thos
forms, or.. should one first create the tables, create queries in cas
of later use - then create the forms based on those queries?

I'm a bit puzzled because books tell you that 'forms' are generally th
best way to enter your data... but in order to have a well made form
one must first have tables that are related to one another first.. so
how can one 'enter data' w/o first making sure all your tables are wel
normalized and related?

Tables are used to 'hold' data only. Don't add, edit or
delete directly from a table.

After getting some time under my belt using ACCESS, I am
in the process of rebuilding some of my early mdb's.
