Creating a template with a mandatory first slide

In PowerPoint 2007 is there a way to create a template so that when a
user creates a new slide show it automatically places a specific title
slide before any of the slides that they create? I know I can create
two master slides, one for the required slide and one for their
content slides, however that relies on the user always remembering to
add the required slide first. Thanks.

If your template includes slides then, depending on how the user
accesses it, the slides will be included in any new presentation based
on the template.

They can double-click the POTX file

They can choose New file, click My Templates... and pick the template if
it's stored in C:\Documents and Settings\[USER_NAME]\Application
Data\Microsoft\Templates )

They can choose New file, click New From Existing ..., browse to the
template and click the Create New button in the file dialog.

All of these methods effectively open the template file then save it as
a PPT, leaving all the original slides there.

Other methods of starting a new file typically open a blank presentation
then apply the formatting (but none of the contents) of the template ...
or in simpler terms:  No Slides.
