Creating a read only access db

Is there any way i can use a vb module to make my db read only unless
you have a password?
I've checked about 200 questions back but there doesn't seem to be a
question on this basic a level!

Implement user level security and you can have all kinds of control. Read
the Security FAQ several times and follow it to the letter. There is a link
