Creating a new hard drive partition for Vista

I need help creating a new hard drive partition for Vista.

I tried using a Linux LiveCD and using a utility there, but it didn't work
and caused a disaster. Thankfully Windows check disk saved the day. (Yeah,
that's one way Windows is better than Linux. Surprising!)

Any free Windows applications that can help me? I don't want to resort to
reformat.

I want some other programs, because I'm afraid Partition Manager does not
format NTFS drives (which I want Vista to fuction under). Besides, I want a
partition larger than the 30gb+ that FAT32 gives me.

You can do it from the Vista install as long as you have a free partition or
the free space and are doing a custom install and not an upgrade from a
previous OS. Even under something as old as dos fdisk, just partition and
leave unpartitioned the space you need for vista. Vista can format
unallocated space on install.
