Creating a new email account

I have been researching and I have not found a way to modify or Add new email
account to Outlook. Is there a way to programmatically create and add a new
pop3 email account to outlook. I would like to programmatically do this
verses having the user input information. I also would like to know if there
is a way to temporarily disable the account.
