Creating a Hot Key

Is there a way that I can set up a hot key so that when I hit it, a pre
programmed phrase would be produced?

You can do it with a word processor using "Macros." See Help>macros in
your word processor.

As mentioned in the other reponse, word processors that have macro
functions can do this - within that program. There are "macro programs"
that are freestanding and that work with most programs on a Windows system.
Shortkeys is a program of this type and the one that I use. They have a
free and a pay version: http://www.shortkeys.com/

Welcome! What I do is setup my macros in the Shortkey program. The program
has recommendations for the hotkey combo, I use the default of ## and then
an abbreviation for the macro that I want to appear (the Shortkeys program
has to be running when I do this).

Example: ## and typing "own" inserts the name of the MS Knowledge Base HOW
TO article about file ownership and its URL. Output ends up looking like
this:
HOW TO: Take Ownership of a File or Folder in Windows XP
http://support.microsoft.com/default.aspx?scid=kb;en-us;308421

Since file ownership issues are common in these newsgroups I can get that
reference into a reply with minimal typing. This is saving wear and tear on
my fingertips big time ;)

So far the Shortkeys program has worked smoothly with all of the programs
that I want to use it with. I don't use Outlook Express but just opened the
program to try it -- it worked there too.

I tried quite a few similar programs recommended by other Windows users and
MVPs. After experimenting with several, this is the one that I settled on.
Since they have a free version available, I don't mind mentioning the
program name when others are looking for software of this type.

There are many such programs available. You might like to try a few to find
the one that best fits your needs and computing style. Search at one of the
download sites such as tucows.com for "macro" programs to get some ideas.
