Creating a form to fill multiple columns based first column...

I want to input a unique ID numberin the first column and have Assess fill
the remaining data fields associated with the first column. Each record is
unique and each record has a unique identifier in the first column.

Fill them "from where"? It sounds like you are copying data from one table to
another which is almost always a sign of an incorrect design. Other than key
fields very little data in a database should be stored in more than one place.
