Creating a form so viewer can also send a file attachment

Does anyone know how to create a feedback form in Frontpage so that a viewer
can also attach a file to send with their form results (the form is
configured to be delivered by email).

I think I asked this question myself and the answer from an MVP was:

Not unless your host provides this service
 
Only available on Windows Servers w/ a host that has enabled it
