Creating a Development Domain

Here is my question. I want to create a replica of the SQL and Exchange
Server environments within or organization. Is it best to setup a new
forest so that I have sql.dev.local and exchange.dev.local for
development purposes and sql.prod.local and exchange.prod.local for the
production environments.

Or can I happily create a sub domain dev.prod.local and then create new
exchange and sql servers in the subdomian sql.dev.prod.local and
exchange.dev.prod.local thus allowing the development guys to move
around more easily within both environments?

Just which is the best way?

Hope someone can clarify this for me .

Well Exchange has to have its own forest, sql can be in your production
environment it doesn't matter. But since you probably are goling to want to
make all the servers in a common domain, so create a new forest and place
them in that.
