CreateProcess for...The requested operation requires elevation

Hi,
I am totally new to Vista. When launching a small application from the main
programme I get this error:
"CreateProcess for (path-and-application-name) has not been executed. The
requested operation requires elevation"
This, when running as administrator. I get the same error when running it as
standard user (with non-admin rights).
I have been informed I could change this policy (as administrator):
"User Account Control: Run all administrators in Admin Approval" - should
this be Enabled ?

I also need to know if this could be used for standard users, so they don't
run into the "CreateProcess..requires elevation" problem.
I dont know how to configure VISTA in regard to this, so the application
(that causes the error) are being allowed to run for ALL users.
Could someone guide me through this? - as mentioned, it is totally new to me
and VISTA is brand new to me.

You can using Explore go to an .exe right-click it and Run As Administrator.

When doing so as aministrator, will this permission also count for stardard
users on the same VISTA machine ?
