Create Very Restricted User Account

I am going to be setting up computers for a trade show. Because a large
number of people will be at this trade show, I need to lock down the
computers (Windows XP) so that they cannot mess up the computer. In other
words, I do not want them deleting files or registry entries, etc. The
should be allowed to use Internet Explorer and any other application
installed on the PC.

Any suggestions? The guest account still allows the user to delete files in
the root of C:\.

You need to use NTFS as your file system. Guest does not have write/delete access to the root directory of C: when using NTFS. Additionally, you can see www.dougknox.com, Win XP Utilities, Windows XP Security Console for a method of applying group policies on a per-user basis.
