create two account with different policy

I want to create two local account in the WinXP pro, one of them have full
function, another one have internet access only, what can I do?

Use Group Policy. Make an "Internet only" group and put the second user
in it.

Start>Run>gpedit.msc

Be very careful using the Group Policy Editor; it is completely possible
to lock yourself out.
