Create startup cd on computer without floppt drive

How do I create a MS-DOS startup CD using a computer that
only has a CD writer and no floppy drive? NERO allows
you to create a startup disc but it has to copy the files
from a floppy in the first place. I am sure I am missing
a really obvious way to do it but I can't think what.
