Having troubling creating shortcuts, when I do so on the destop the new
shortcut now opens Microsoft Office Picture Managaer instead of the program,
I want, this was not always like this.

Check the targets of your shortcuts as mikeybageek suggested.

From there I have some suggestions:
1) Try a system restore to a point in time that pre-dates the problem.

2) Try the LNK fix from MVP Doug Knox here:
http://www.dougknox.com/xp/file_assoc.htm

There are directions for using Doug's REG files at the top of that page but
basically, double-clicking a REG file will merge the file's contents into
your registry.

Should also note that REG files can be opened in Notepad. Before merging,
you might open the file in the Notepad text editor and then open the
Registry Editor (Start> Run> regedit). Examine each registry key the file
will address. Compare what value it will insert to get LNK files to work
correctly to what is currently in your registry. The comparison may help
you to uncover *why* your LNK files were broken so that it can be reported
to the responsible party and/or avoided in the future.

On the other hand, you may not find the clue(s) needed to determine the
cause but you'll still have the "fix" in hand and can go back to working
shortcuts. Not as satisfying but it still accomplishes (hopefully) the end
result of working shortcuts.

One more note: The change in the registry should yield immediate results
but if not, try a restart and test the shortcuts again.

3) Check the system *thoroughly* for malware: The situation of "opening a
file results in the launching of an unrelated program" is a common tactic
employed by recent malware.
