How do I make a rule that any incoming email with a blank subject line gets
deleted unless it is from someone in my address book?

You want your next to last rule to move anything that has not been
handled yet and is in your address book to go to a folder of your
choice. You make a separate rule to send anything with a blank line to
the junk. Actually I find the best way is first handle all the special
folder messages, then have that one that send it to the special
fodle33r if it is in your address book and ALL others to junk. It is
called white listing and is very effective.

How do I tell Outlook "when nothing is on the subject line"? If I leave it
blank I get an error message from Outlook. I tried putting in dual quotes
("") as that tells Excel there is nothing there but it didn't work with
Outlook.

I find that checking for A E I U O Y 0 1 2 3 4 5 6 7 8 or 9
is good enough to determine "not blank". In my case, this detects mails
in foreign character sets as blank, which is a bonus for me.

I don't have outlook 2003 open right now, but ask if you need explicit
instructions.
 
I'll try that. That would be MUCH better than my original request as I have
been getting a lot of that forgien stuff lately.

Now I am a little confused. If I tell Outlook to check for all those
characters I would them want to tell it to delete everything else. I don't
see how to do that.

Create a rule that deletes everything and add an exception of "except with
specific words int he subject" and make the specific words each or the
strings Swifty mentioned.

It can be a little daunting doing this, however. Word 2003 warns you
that your rule will process "All mail" when you enter no selection
criteria. Of course, it doesn't know that you are going to input the
exceptions, that make it OK.
