create new group with certain rights

how do i create a group which will have read/write access to certain
folder, also it will be able to run certain applications such as
regedit.exe to create and delete the keys

You can manage both NTFS and registry permissions so that the group in
question has the necessary permissions to what is needed if they do not
already have it.
