Create HTML email?

Can anyone point me to software that will help me create HTML email (in
which I can easily edit the code)?

I want to create a simple "web bug" - a link to a GIF of my signature, which
will show up in my logs when the message is read. It's for my naughty
college students.

Outlook Express (Format/Rich Text).
Click 'Source' tab at bottom of message to edit the HTML code.
