Create home Directories

Im trying to work out what permissions are required for a particular group
to create home directories when creating users. Is there anyone else who has
overcome this issue? Can set permissions from the root say "home" share but
the inheritance is stripped once they create the folders. Any ideas?

And remember that in 2000 SP4 and windows 2003 there is a check to make sure
that either Administrator or the user of the home directory is the owner of
the directory. You can turn this off in the domain GPO so there isn't this
check.
