Create Flash Documents

I need a way to create Flash anamations but I am not paying $ 499 for
Macromedia's Flash MX 2004. While I hear it is the best program for the
job I simply am not going to create enough with flash to get my $ 499
worth of it. But I do need a program, a free one would be nice, that
can create flash documents.
